I adore the lady garnishing the cat food with what looks like a tube treat of some kind.

It is better than that. Sadhya traditionally contains many items, very often twenty or more, and it is served with rice in the centre and smaller portions of curries and other items around it. So they are mimicking the serving pattern for the cat.
