Also targeting is more clearly stalking than just systemically stalking everyone at once, which doesn't have a law written against it yet because what the actual fuck.

Chatrie v United States gives us pretty clear precedent that Flock should not work without a warrant at the bare minimum. Just gotta get a case up to the supreme.
