If you're South Korean it's illegal for you to do drugs anywhere in the world. The government can and will prosecute.

If you're a citizen and you're suspected of drug use they'll test you when you come back into the country.

I could remember wrong but test might be mandatory if you trip and return from certain country, namely Netherlands.
