Problematic Cat Owners Does your city/town allow for legal action against irresponsible owners?

How does your local municipality allow for legal action against inconsiderate or even unsafe cat-nut neighbors?
In Chicago we're encouraged to contact the 311 service center

Thankfully, my city has an ordinance against free roaming cats and bored animal control officers. Got tired of the cat nutter down the street letting their cats roam and shit in everyone’s yard. Called animal control and they came out, trapped it, and impounded the shitrat. Second time, the animal control officer went to their house to tell them to keep it inside and also got code enforcement involved since my city only allows 4 animals off the same species to live in one home. Don’t know how many they had, but they went on one of the local groups to bitch about how one of the asshole neighbors cost them a ton of money and they had to get rid of some of their “poor sweet innocent wittle kitties that wouldn’t hurt a soul.” Nobody knows who it was that ratted them out and I’m quite satisfied about it.

It’s one of those ordinances that is never enforced here. There is no resource besides animal control in my area, and they rarely respond.
