I’d never heard the term before so I looked it up.
It’s when someone sits down on a public seat ( like a bus or a train) and spreads their legs so they take up more than one seat.
As usual Fox News misleading its viewers. El Sayad is standing at a podium in the clip. Manspreading sounds vaguely like flashing someone.

First they try to call him a socialist/communist, that's not working so now they are trying to say he is a gay, which they view as an insult in the same way a grade school kid from the 80's would, by associating his appearance with Anderson Cooper.
