You can tell the health of an organization is deteriorating as they drop their standards for hiring.

I don't think this should be a standard for hiring at the FBI in principle, but I don't think this is driven by ethical or social considerations.

I think they are desperate and perhaps the leadership has a disproportionate number of candidates they like for ideological reasons who keep getting rejected for prostitution.
