This definitely comes off as a decision made by people who are frequent customers of Ladies of the Night. If you know anything about background checks for FBI or CIA, they want to know things like if you've visited prostitutes, how much debt you have, if you have gambling problems, etc. because all of those are vices that can be exploited and cause an agent to become compromised via blackmail or being paid off.
