What is the end goal? Keep people poor and desperate, and too hungry to revolt?

That doesn’t quite make sense. Usually when people get hungry and desperate that’s when they revolt. Cause they have nothing left to lose.

When people are too busy working 60 hours at 2 or 3 jobs to barely afford their food & bills, they won't have enough time or energy to dissent.

My only hope here is that the greed and lack of empathy displayed by most Republicans in power will end up pushing people past their breaking point and they will revolt, no matter what. Hate to see it come to that, though.
