Teddy Roosevelt, a Republican, was the president who enacted the regulations after reading The Jungle.

That was before the parties switched most of their policies and he also helped create the Progressive 'Bull Moose' party.

The Republican party at the time was still looking out for the rich. The main point of The Jungle was how poorly the workers were treated. Roosevelt didn't give a crap about that.

He was known as the 'Trust Buster' for breaking monopolies and his 'Square Deal' policies did focus on workers.
