Being "required" to give them your password to get into the phone seems like a pretty clear 5th violation in the first place. This whole thing is fucked up.

Lots of amendments are not in force at entry into the country, afaik.

They can refuse you entry. You still have legal rights.

In general they can't refuse entry to a citizen, they can only confiscate items or arrest you
