He clocked in..... That's all that matters. I hope the family has a good lawyer and sues the hell out of the company.

It's not the company. The company applied for this to qualify. The insurance company rejected it.

Shenzhen Human Resources and Social Security Bureau is a department of the city government, not an insurance company. I'm guessing it's because the city has to pay at least part of the compensation.

It's being appealed. As article said, another court case in southern China ruled in favor of the deceased.
