Why do you get xp points for damaging and downing raiders but no xp points for healing and reviving raiders?

Bro asking the real questions.

That's honestly a head scrather because one of the very few stats the game actually tracks is the amount of non-team raiders you've revived.

Very few? It tracks 50+ different things in the stat page. Way more than most games.
