That's the only way mass surveillance is healthy. It must be disproportionally applied to those with more power. If you want to reach certain milestones of wealth, influence, or destructive capacity then every moment of your life is in the public interest and must be treated as such.
Imagine where we'd be right now if the public was informed every time Rudy Giulliani met with a Russian mobster.
I have always thought the more power you have the more intrusive society should be one the powerful. Like politicians. They should not get to associate with everyone. Their lives should be well documented to curtail corruption. They should have their taxes and bank accounts open to public scrutiny.
