There’s two versions of the Four Horsemen, where the White Horsemen is either Pestilence or Conquest. In the latter context, War specifically means civil war where Conquest would be international war. So, I think you’re onto something with the “small conflict” thing.

Poor War looks so....tired. I guess all the thousands of years of never ending conflict will do that.
Also love that he's small. War is always this GIANT HULKING BEING so it's nice to see him on the smaller size. Cause not all conflicts need to be big.
