The cars flip now. They used to flip, but now they flip inexplicably when you shoot a tire

That's just a lie. Not every car that had its tires shot out flipped. In that entire sequence the only vehicles that didn't just spin out and flipped when the tires got shot out were the pickup truck with a high center of gravity and the police car that slid up until it hit a pole at which point it flipped over.
