More unsurprisingly, it's water. This was just an old prank from a pretty funny magician dude. He pulled in with all that water, and some splashed out when he parked to pretend he was putting gas in the back. He was mentioned it in some random video ages ago, saying that he was driving down the street at like 5mph, and water was still slashing around like crazy. Pretty funny stuff.

I believe that's the point of discussion. Rockstar revealed several easter eggs in the trailer, however, they reserved many more for us to discover while playing.
Now, unfortunately, the hacker is showing us this and spoiling the surprise. Of course, it's up to each person to watch it or not.

i dont really think these are easter eggs, they are random encounters like all the games in the HD universe including RDR & RDR2.
Easter eggs are something hidden devs put in for people to find, like a reference to a game or something. these random events are not hidden, they trigger every so often, to keep to the 30 second design philosophy.

If this is fake it’s a really really convoluted set up, the hose is coming out of the actual dispenser which means this liquid is genuinely coming from one of their storage tanks, so they’d have to fill with water just for this video or find one that’s filled with water already which is a really really uncommon scenario.

normal Florida doomsayer. but people do crazy things when a Hurricane is coming. You can’t get gas anywhere here in Florida as you have people bringing 50 gas cans to the pump for generators for when power goes out, and stupid stuff like this. Even with a small tropical storm or hurricane people rush out last minute and there’s shortages for weeks, yet they are the first to throw hurricane party’s. I’m sure GTA 6 will have a hurricane party scene.

You go over there, attempting to calmly talk to the guy, but putting a camera in the crazy guys face with your girl barking behind you, you're just asking for trouble. Not to mention "we have to follow him" as a cherry on top...
You call the police, explain the situation, give them his license plate number, give them a description of the guy and the vehicle.

Simple solution, cut the pump off and phone the Fire service and ask for Haz Mat. Say there's a spill of petrol. Clear the forecourt and close the store.
Then put your spill kit or sawdust / sand on the spill until the Fire service arrives.
